April 17th, 2025 – On April 7, 2025, the U.S. Department of Commerce launched investigations into whether polypropylene corrugated boxes from China and Vietnam are being sold in the U.S. at unfair prices or are receiving unfair government support (subsidies).

Case Numbers:

  • China: A-570-203 (antidumping), C-570-204 (countervailing)

  • Vietnam: A-552-850 (antidumping)

What’s Being Investigated: The focus is on polypropylene corrugated boxes — containers made from lightweight, durable plastic sheets with a hollow, fluted structure. These boxes may be:

  • One-piece, two-piece, or multi-piece

  • With or without handles, lids, or reinforcement

  • Printed or plain

  • Folded or flat

  • Any size or shape

Even lids/tops shipped separately are included.

Tariff Classification: These products fall under HTSUS code 3923.10.9000. However, the product description takes priority over the code for determining if goods fall under this investigation.

What Importers Should Know:

  • Goods imported after April 7, 2025 may be subject to antidumping and/or countervailing duties retroactively.

  • Comments on the scope can be submitted—details will be available in the official Initiation Notices once published in the Federal Register.
