April 24th, 2025 – Beginning May 2, 2025, the U.S. government will implement new import regulations affecting low-value shipments (under $800) from China and Hong Kong, including goods sent through international mail.
These changes come as part of Executive Order 14256 and its amendments, aimed at combating illegal synthetic opioid supply chains.
Key Changes:
Loss of De Minimis Status
- Products from China/Hong Kong described in EO 14195 and its amendments must now be formally entered (e.g., Entry Types 01 or 11).
- Entry Type 86 cannot be used.
- Entries must be made electronically in ACE (not paper-based).
ACE Messaging and Manifest Impacts by Mode:
Air Manifest:
- New validations trigger rejections if origin is ineligible.
- Error codes: 181, 110, 188.
Truck Manifest:
- Error code 470: Entry rejected for de minimis.
- Code 350: Notification if filed before EO effective date but arriving after.
All Modes:
- If conveyance arrives post-May 2, ACE issues a 1M (ineligible notice).
- If a 1C release was issued before arrival, ACE cancels it with a 4E message.
Entry Type 86 (ET86):
- Will be rejected for China/Hong Kong origin.
- Error code 318 (Country Code Ineligible).
- If already released, ACE will send “Release-Suspended” with code 33.
International Mail:
- Shipments from China/Hong Kong under $800 will be subject to duty:
- 120% ad valorem (May 2 onward)
- OR $100 specific duty (rising to $200 on June 1).
- Carriers must:
- Collect & remit duties monthly or as scheduled.
- Apply a consistent collection method, with 24-hour notice to change.
- Hold an international carrier bond to ensure payment.
Next Steps:
- CBP will issue a Federal Register Notice before May 2, 2025.
