June 4th, 2025 – On June 3rd, 2025, a Presidential Proclamation increased Section 232 steel tariffs from 25% to 50% ad valorem for most steel and steel derivative imports. The new rate applies to goods entered or withdrawn for consumption on or after June 4th, 2025. UK-origin goods remain at 25%.

Key Changes:

  • New 50% Duty Rate:
    • Applies to most steel and derivative products from all countries, effective June 4th, 2025
    • UK products continue to be subject to the existing 25% rate
  • HTSUS Classifications Affected:
    • Multiple new Chapter 99 codes now define steel and derivative goods by origin, status in FTZ, and classification (e.g., Chapter 73 or not)
    • Products made from U.S. melted and poured steel may qualify for a 0% duty under specific HTSUS (e.g., 9903.81.92)

Duty Based on Steel Content Value:

  • For Chapter 73 goods and some new derivatives, duty applies only to the value of the steel content
  • Reporting requirements:
    • If steel value is unknown or equals the total entered value, report as one line
    • If steel content is less than total value, report on two lines (one for steel content, one for non-steel content)

Melt and Pour Reporting:

  • Mandatory ISO country code reporting of steel’s melt and pour origin
    • Use “US” if melted and poured in the U.S.
    • Use “OTH” for unknown/other countries

 

Foreign Trade Zones (FTZ):

  • Items admitted before June 4th, 2025, under privileged foreign status are still subject to new duty rates when entered for consumption
  • Specific HTSUS codes must be used based on product type and admission date

Exclusions & Drawback:

  • Existing exclusions in ACE remain valid until expiration or volume is reached
  • Drawback is not permitted for duties imposed under this proclamation

Reciprocal Tariffs (EO 14257):

  • Non-steel content may be subject to reciprocal tariffs (HTS 9903.01.25)
  • Steel content subject to Section 232 duties is exempt from reciprocal tariffs

Compliance Notes:

  • Duties must be correctly linked to corresponding HTS codes on entry summaries
  • Non-compliance will result in enforcement by CBP
