June 13th, 2025 – Starting June 28, 2025, for derivative aluminum imports subject to Section 232 measures, if the country of smelt and/or cast is unknown, importers must:

  • Report “UN” (unknown) in place of the ISO country code.

  • Use HTS codes 9903.85.67 or 9903.85.68 as applicable.

  • Pay a 200% duty, the same as imports from Russia.

Reporting rules:

  • Importers must report a primary and/or secondary smelt country using ISO codes.

  • Must report “Y” (yes) for at least one smelt country; cannot report “N” for both.

  • If smelt/cast country is unknown, report ‘UN’ and accept the 200% duty.

System updates:

  • The ACE Entry Summary CATAIR (v105) and Error Dictionary are updated.

  • New errors include:

    • 856: Unknown smelt/cast country not allowed

    • 60B: HTS required for unknown smelt/cast country

  • Updates go live in both Certification and Production environments on June 28, 2025.
