
September 4th, 2025 – The U.S. Trade Representative (USTR) has extended certain product-specific and manufacturing equipment exclusions from Section 301 tariffs on Chinese imports through November 29th, 2025. Importers and brokers should follow CBP filing guidance to properly claim these exclusions in the Automated Commercial Environment (ACE).
Key Points:
- USTR extended 164 product-specific exclusions and 14 manufacturing equipment exclusions from Section 301 duties until November 29th, 2025.
- ACE functionality to process these exclusions is already active.
- Exclusions apply to goods entered or withdrawn for consumption between September 1st, 2025, and November 29th, 2025.
- Importers must use HTSUS 9903.88.69 or 9903.88.70 when claiming exclusions, as outlined in Federal Register notices 89 FR 46948 and 89 FR 76581.
- Importers, brokers, and filers should follow CSMS #64018403 for reporting when Chapter 99 HTS codes are required on entries.
